First thing to remember is that this is a National Farmers Union(Canadian) proposal.

Don't really want to say they are left wing BUT they are very much "subsistence farmer orientated".

In the 70's we had the big push for local ownership. Sask had a very left wing Govt and brought in punitive laws forcing sales (foreign as well as out of province Canadian)

A lot of other provinces followed suit, most importantly Prince Edward Island which has been operated as feudal fiefdoms up til confederation when Canada had to buy the province back from ther English Lords that controlled it.

Since then the tide has switched, in Sask we had a lot of farmland that was owned by people who had returned to the states or was inherited by an American relative. Add in the fact that having more buyers added fluidity to the market and it was dismantled bit by bit.

PS- Canadian farmland has always been mostly owned by owner operator, excepting crown owned(equivalent to your BLM ) land that is held by long term lease.
