clearly a case of animal abuse mostly thru neglect, or depravity to the welfare of animals he supposedly "owns".

Animals get out, corral the dang things and call the Sheriff's dept and get everything documented.  If he doesn't pay you have recourse to sell the animals to recover your losses.

From the sounds of it the animals would be better off owned by someone else anyway.  That's just sad not cutting the bulls and having them killing the cows. Not feeding them properly is criminal.  In this state the animal groups would be all over him, the SPCA would be hauling away the herd with a court order and enough law enforcement to get it done.
