Now if they did allow that you would probably see the basis come together but it would be because futures go down not cash go up. The only way to fight the battle is to own bins and store on the farm. Then you assume quality and price risk but you are able to pick-up the basis gain which in wheat these past 2 years would have paid for the bin.
