Colby, Kansas
Where are you developmentally? Flag out, boot stage, head exerted? In order to have a positive result there has to be pressure of some kind, is there any sign of leaf rust, stripe rust, or other disease on the lower leaves?

The key concept is to protect the flag leaf as it provides almost all the photosynthetic activity for grain fill. By and large fungicides don't translate throughout the plant, so you want to wait as long as you can to ensure the flag leaf is fully exposed to get good coverage, while yet applying early enough to prevent infection of the flag leaf.

As we get later it becomes even more important to be aware of label restrictions on days from application to harvest.

K-State had a webinar on managing rust last week, its been recorded, posted online and may be of value to you.
