We can do nothing to improve drainage. Wetlands have no set size to them so you can't even drain to a set level. ANY action to move water is considered draining. Tiling, ditching, filling, using a spade, cultivating in a downhill direction... it is all subject to NRCS action. If you cut down a dead tree and it falls into water, it is considered 'filling a wetland' and is subject to some serious consequences by the Feds.
