Could be-PTO valve is sorta hard to diagnose because there's no return line to feel if it gets hot...return oil dumps right back into the clutch housing. The only way is to cap off the pressure line to it & see if that helps the problem. I guess you've checked all the other valves for hot return lines? Another way to check high-pressure leaks is to install a destroking screw in the main pump & see if the engine unloads w/all valves in neutral when you destroke it. It is a 69-up, right? otherwise, no PTO valve on it...
