The main purpose of the check valve you mention was to stop oil from draining back when the engine was stopped, but it can have some bearing on the loss of hydraulics w/clutch down...however, my experience has been that a high-pressure leak is a lot more common than a check valve problem. The check valve was incorporated into the filter relief housing on the 69-up tractors.
