Another posibility if the carb is not at fault, those engines are supposed to have a low pressure(2 psi) electric fuel pump. If someone has replaced the original with an automotive (7 psi ) pump, no way in hell that little float and needle valve can control that much pressure. And yep, likely an Onan opposed twin engine.
