Float valve bad, stuck, or otherwise not seating, allowing the pump to flood out the motor.
or
Float cracked (or has a hole) and is full of fuel, holding float valve open and allowing pump to flood motor.
You're just gonna have to crack open the carb and take a look. C'mon, it'll be fun! Or not.

Edit: If it's an Onan genset, I'm guessing it's an Onan engine. I'm fairly sure they built their own. They do look fairly similar to Wisconsins of the same era.
