We ended up taking it to our local welding shop. They were able to heat the outer housing that holds the weigh bar cherry red. They applied anti-seize where the weigh bar entered the sleeve and when it got hot enough it sucked the anti-seize in and they were able to drive it out backwards with an 8 lb sledge.
We had tried two 20 ton hydraulic air jacks between the cart and the tractor and couldn't budge it. Maybe this will help someone down the road.
