No it wasn't.
Health insurance for self employed healthy people worked great pre ACA.
Source = me, I started buying my own heath insurance over 20 years ago. $80/month. "High deductible" (I think it was $1,000, could have been $1,500) policy and even had a rider for "high performance offroad/race vehicle use" that increased the cost a little.
