I bet you have multiple problems. Newer outlets are junk. I’ve had several that only lasted a few years. Usually only work on one outlet of two. Some of these LED lights are real sensitive to low voltage. And sure sounds like a ground issue as well. Remember electricians are rarely good at troubleshooting. Most are trained in installation only.
