in Illinois the vehicle gets the ticket. That is why it is not counted as a moving violation.
So they have determined a vehicle can be held responsible for speeding. That sounds very Big Brother-ish.
It can't, that's why you throw the ticket away. The only reason these cameras still exist is because of people being too scared to do the right thing. Even a hint of backbone would be enough to trash it. No one is going to jail over it; it's all scare tactics from a greedy company.
