Middlesex County, Ontario
Have you tried new hydraulic couplers on the hoses? An inexpensive and easy thing to try that has solved many mystery hydraulic issues.

Have you tried tapping the proportional valve on the spreader to see if perhaps the spool is sticky?

Have you tried measuring the voltage at the proportional valve coil? I would expect to read a full 12v there anytime the belt is below the speed setting (it should be giving full flow to try to catch up to the setting).

What happens if you plug a "cold" spreader into a "warm" tractor?

Yes, different hydraulic ports tried and even multiple tractors. Does not appear to be hydraulic issue from the tractor.

Humour me, are you plugging the belt into an SCV on an 8000 series Deere? Have you tried actuating the SCV in both directions before setting it to constant flow?
