Like pedaling a bike. Encounter a hill and X gear is too much. Drop one gear down from X and can pedal just fine.
Common rail engine can bump power/fuel delivery until the ECM says 'no mas'. Bosch pump delivers X cc's of fuel per stroke, no ECM to compensate for extra load.
That said Im thinking out loud, sometimes just like talking theory.
