At the end of the day ,between the RMA and FSA they have all the info needed to compile a more accurate report. I'll never believe that they don't know what yield potential is with all this new TECH ...NDVI ,satellite imagery........
Pure market manipulation from the fed who needs to reduce crop insurance losses and keep the freeloaders with a cheap food supply. 
Just get rid of the USDA and let the market do the job .
