Not sure how far in to WI you have to go, but looks like WI has reciprocity within 30 miles of the border. If you need to go further than that you will need to purchase a 72 hour trip permit ($15) if you do not have IRP and fuel permit ($15) if you do not have IFTA; my assumption is you currently have neither and will need both a trip permit and a fuel permit.
