I would take a hard look at the location of the weigh pins on rows 2 and 14. First, have they been zeroed out? If so, consider moving them in on each wing a couple of rows. You said that you were running max pressure at 116, not sure if that was psi or margin on the 20/20. If it was 116 at the bag, my thoughts would be that the air bags are lifting the wings out of the ground.
