At our dealership we typically set the wing wheels into the top hole for soybeans, and leave them in the center hole for corn. If you are having problems you could move them to the top hole but be sure to check seed depth.
If you have no markers you will probably need weight as nefarmer stated. If you have markers I would try moving the wing wheels to the top hole first then adding weight.
