Researching this a bit more, I stumbled onto what I think is what I want...an app called Map Marker. Lightweight, works offline, quick (some have complained that Google My Maps and Google Earth are a bit slow--not as good for dropping a map pin quickly). Also trying one called Save Location.
...we'll see.
As for phone GPS accuracy, 30' is good enough for what I'm doing.
