Which sensor are you using?

Some are set up to measure distance. Basically send a pulse and see how much time it takes to return. The hobby ones they sell are not very robust, I don't think they'd survive very long.

Some are set up to go high or low when they sense something within a given distance.

If you used the first I would use two sensors and space them less than the average length of your cows.

Assuming this is installed in an alley.

If you're using the distance measuring type program them to pulse every 1 or 2 or 3? seconds to check if they indicate a change in the distance measured. If one does, start pulsing the other sensor more frequently, and when that one indicates a change in distance measured, you know the cow is in between and can spray. Multiple nozzles would probably be easier than one nozzle that depends on the cow walking through.

Specific programming depends greatly on what sensor you've chosen.
