I've always heard it was the Carolinas, but never knew where those programs actually started.

It was basically a gift from East Asia that some government employee thought we needed. You'd think we'd learn our lesson, but those things seem to be continuing to this day. 

I cringe every time some poor soul out in arid fire country accepts a load of hay from who knows where Missouri. I'm not sure they know what they might be getting.
