What your phone is allowed to do is detect a truck driver's phone's bluetooth MAC address in close proximity to your phone. And it's allowed to send all that bluetooth data to advertisers. As well as what netflix/amazon/etc accounts your phone is logged into.
And what a truck driver's phone is allowed to do is track his location data and google map searches. And it's allowed to send that data to advertisers.
And what your TV is allowed to do is send advertisers the account information of netflix, amazon, etc.
And what advertisers are allowed to do is piece all that information together, notice that someone close to you has been searching for beets, and to then send you targeted ads on your TV.
