Right or wrong, I did some early last week. Notilled into wheat stubble. There is no volunteer wheat, and I'm not that good at setting the combine. There was a chance of rain predicted, so figured I better get at it. The promised 1" turned out to be 0.1" Same story since early July. A couple days later there were a few sprouts visible. Got another 0.1" night before last, hopefully it doesn't die! I don't do a lot of hay though, so if my 4 acre field fails, I won't lose the farm over it. Yesterday I did 3rd cutting on my other 4 acre field, all bloomed out and barely halfway to my knees. Maybe that'll trigger a surprise 1" shower before it's baleable. Fingers crossed!
