A much shorter answer than my other message.

Pattern tile with no or few open intakes decreases the peak flow. It increases the amount of time the water will flow.

If dirt is a sponge, the pattern tile drain it out over time, slowly.

A rain event will saturate the sponge again, and slowly drain out through the tile over time.

Without the tile, the sponge remains saturated most of the time, and most rain has to flow away on the surface typically nearly immediately.

Of course this event was so far out of normal, it likely made little difference in this case.
