Stratford WI | probably taking pictures....pulled in and out of Norfolk many times and we never had a helo flying lookout...that's a job for sailors aboard...anytime a ship is pulling in or out of port or heading into an area of restricted maneuvering they will be at special stations called sea and anchor detail. Extra lookouts, extra people on the bridge, anchor machinery manned and ready for immediate use and so forth...
It was probably the JFK which went out for acceptance trials so it was newsworthy....
