Almost certainly looking for small watercraft: I.E. jet skis and the like. When I had a harbor tour at San Diego, it was astonishing to see how many jet skis & such were out in the harbor, directly in front of the naval ships( moored).
Likely, the Navy needed to be on the lookout as ships moved about. Those operators had no fear, & likely some had no wisdom.
Any navy buffs?
