Tile typically slows down the rate of runoff.
I have several tile risers behind terraces. They may take many hours to empty vs entering the creek as surface runoff. Water that enters the soil and leaves via tile may take a couple of days.
Now if you want to refer to storm sewers as tile lines draining hundreds of acres of pavement that used to be corn fields that's a different topic.
