I don’t even know where to start.  Teacher, principal, superintendent, or board member.  I know it is hard to find teachers but we need the best to uphold a high standard and impart that to the students.  

Probably more of a school culture and hiring culture issue than a personal capability.  I would probably wait for a bit and see if this is a one-off due to being rushed from some personal issue or emergency or see if it is a sustained pattern of behavior.
