They did put a line of empty grain hoppers across the Cedar River by Penford trying to save that rail bridge.
They all tipped over when the bridge went down. I think an entire line of hopper cars bank to bank really cut down on the river flow and made things worse for the city.
Penford claimed it didn't make a difference.
