We pump out of the top via suction tube and have valves at each tank teed together before the pump.  Have three gas tanks plumbed together with one of those also plumbed to go back to red diesel if needed, with some extra safety measures in place now, and two road fuel tanks plumbed together.  Been this way for years and all use old gas station pumps, one of which is at least an early 70s model.
