NW MN		Someone really did some creative accounting when justifying the cost benefit analysis of the army corps.

“a project's estimated economic benefits must equal or exceed its costs (a benefit-cost ratio of 1.0 or greater)“

I remember hearing for years a diversion failed this ratio after 2009 government officials included more benefits at higher valuations.
