OK, so how does all that concrete in Fargo raise the water levels SOUTH of Fargo metro area? Wahpeton is the only city to the south and has the same population as it had 50 years ago and no other growth either downstream so nothing there is contributing to the rise in water before Fargo. But, we've seen a huge increase in tile everywhere.
