WD45 brake froze up - any advice?

Bought my grandfather's Allis-Chalmers WD45 several years ago in subpar condition with hopes of fixing it up. After sitting in a dirt floor shed for several seasons, the left brake apparently corroded so bad that it can no longer release the shoes. I do have instructions for removing and repairing the brake assembly but at this point I just want a left wheel that will turn so I can get it out of the shed and sell as a parts tractor.

I've doused the mechanism in penetrant and poured penetrant down inside the shoes. Any other steps I can take that might loosen up the brake without removing the brake assembly?
