I worked in under ground const for 30 yrs. The power co and phone co never did on the road crossings. parking lot etc. They also had the means to clean it out if need be. . Now if this ends in a building it would be an entrance way for "critters" spiders bugs snake etc then by all means seal it off .
Do I need to fill this ?
