Paraquat needs light to work. Absent light the molecule is basically dormant. Light initiates the electron transport during photosynthesis. Paraquat snatches these electrons to create an oxygen species that has an extra electron that destroys cell membranes with extreme prejudice. Cells die. Tissues die. The notion of spraying right before dark is/was to delay the reaction allowing the paraquat to "penetrate" tissues better. As soon as the sun starts shining it starts working immediately. Anyone that has used it or seen it used can testify how immediately it begins to damage tissue.
