Here is a tough one. Mugwort aka common wormwood by Va Tech https://weedid.cals.vt.edu/profile/680/ Glyphosate plus 2-4-D only turns leaves yellow and it returns to green. Once I put a triple layer of black plastic film and tires on a patch of it for two years and it survived. Dig it up and remove every stem , rhizome and root particle, put in a bag and burning it is only way I get rid of it.
