Trying to hit all NE states in one trip will mean you have a lot of windshield time. States are smaller but DC to Maine will still be 10+ hours of driving straight through on some of the busiest roads in the country.

Coastal states
DC
MD
DE (edit: forgot)
NJ
NY
CT
RI
MA
NH
ME

And if you want, WV, PA, and VT are all close. But again, that's a lot of driving
