Years ago a guy I worked with told of trial he was involved in using 2-4,D to increase yields. They tried different rates and timing. One time it would help and another time the exact thing hurt them. They could never get consistent results, the testing was abandoned due to the inconsistency. He said weather inconsistency was the reason.
