Rice County, MN | I have wondered about the measurement methodology involved.
Is the software measuring moisture in the clouds and assuming it all reaches the ground?
How does it allow for the evaporation that happens when the surface is exceptionally dry?
When we've been dry for extended periods it seems to take a pretty strong storm or two to overcome those conditions.
