Where I am from if you contacted the county, they were helpful in the farm putting a normal galvanized culvert pipe under the road.

Here, a lot of guys just bore under the road and put some sort of sleeve in.

I would definitely put a sleeve in vs just a pipe, that way you can maintain the pipe and or replace it, and or drain it in the winter.
