Yea, bullets fired from a safe distance would seem more effective.
Yes, it seems there would be fewer police chases if they had a helicopter with a door gunner. Works in Brazil. Calling off pursuits when they go into oncoming traffic, or any number of other reasons just encourages people to flee more often and more dangerously.
