A friend of mine is a special ed teacher. When she first started, a typical parent teacher conference would have the parents insisting that the child was normal and just needed discipline. Thirty years later the parents show up with a lawyer and a private evaluation report and threaten to sue the school district if the child is not enrolled in special programs. The reason is really quite simple; money. Being diagnosed and diverted into special programs makes the parents eligible for government payments, and some of them are substantial.
