Cooling the pump is for the ones that’ll crank but no start when hot. It’s a simple test for a worn injection pump. Usually a rotary type since the in-line pumps have an individual pump for each cylinder instead of all cylinders sharing a single pump with the rotary type.

Big block GM starters used to be prone to not cranking when engine was hot. I haven’t seen it on anything since the 1970’s.
