At a minimum the part about the steering wheel being locked during this episode is total nonsense. There is no way on this planet that you are going to drive any significant distance without at least a little correction of the steering wheel to keep things straight. I don't care how straight the road is. If you can't correct a steering wheel a little, you're going off the road. This is true for the best of vehicles, this is a Dodge to boot. LOL.
Another fact is that because it's a Dodge, (not a Ram) it's too old for everything to be "fly by wire" The power steering would still be a belt driven pump, not an electric setup. Even if the serpentine belt went to crap, you could still steer the vehicle...although it would be stiff. There wouldn't be a module in this old of a vehicle that would cause the steering to lock up. Apparently after the steer tires were "spiked" and flat, they were still able to control the vehicle with a locked steering wheel. Yeah, really. Must have been a super driver.
