Maybe not quite drought but sure is dry here in central Kansas. It's dry enough in the alfalfa fields that it has gone dormant just as we sprayed alfalfa weevil (but that's a whole other story right now). I found visible buds today on Alfalfa which is barely 12" tall. If this keeps up hay will be really short on tons for this year
