Rice County, MN
Parks In Utah are drop dead gorgeous. Zion, Bryce and Arches get alot of visitors but not so many during winter months.
Dinosaur in NE Utah/NW Colorado is unique and much less crowded. All have hiking trails of varying difficulty.
Angel's Landing in Zion is about as extreme as you can get. Need a permit for it these days and not sure about winter months.
Out west elevation is everything for weather.
