NeMO | Hmmmm, I was also assured you cannot retain old base. It was either accept new base ratio and acre increase or decline and keep old base. I guess one of our fsa offices is wrong.
Edit: your office was correct. Upon questioning mine again they told me wrong before. The old base stays the same. The new base will be the ratio specified. I'm glad we had this conversation and I inquired again. Now there is really no reason to decline
