Yes, it was just announced this is what Bayer is doing as well.

These companies are using a division of the government to try to eliminate sources of competition through legal channels. They have lost too much control of the herbicide market with off-patent products being used in a farmer shift. Retail has long been the stronghold for forcing branded products through their houses and machines historically. Today's world allows for self-applied farmers to access pesticides from multiple source outside of the conventional retailer system. Information on generics is more widely available and sourcing has become easier as well.

If the play works, keep running it is the motto these days.


Edit to add: At this point it wouldn't surprise me to hear that CF Industries wants countervailing duties assessed on foreign nitrogen producers. Saying that they are at a competitive disadvantage and need relief because the price is too low.
