Why is it always USDA'S fault?

I have always thought that those smarter than " USDA ' would be using their info/smarts to trade against the report by shorting or going long on the mkt.
Kind of the way farmers are, we want the gov't to step aside until things go bad and then we beg for some gov't $$
How ugly?
